This technique was created by Aoi Uchiha, by weaving the specific hand signs, Aoi can make a dome of water go around a person. The dome has gaps in it, but non big enough for someone to stick their hand through. The dome is compressed water that has sharp edges to it, the water can penetrate underground as well. Its essentially similar to Water Prison Technique, just with a more harming effect it it. Also if someone was to try to break out from the outside, the water would cut them from the outside as well.
