This technique was created by Kenji Uchū and isn't a common technique that is known to the Uchū Clan, though a few members know it.
After doing the required hand seals, Kenji or other Uchū members are able to control the space-time continuum around a specific area. The area is only the size of a 4x4 room, though in that area the space-time continuum is locked, nullifying all space-time ninjutsu in that area. Nothing from the Flying Thunder God Technique to the Summoning Technique works because of the lock in the area. The user can cast this in the area around themselves, though if not experienced with it, the user can't use space-time ninjutsu themselves. When the user is experienced enough, they know how to control the area to keep certain points unlocked so they can use space-time ninjutsu.
Formula Version[]
Kenju Uchū uses formula similar to the Flying Thunder God Technique, he puts the formula on the person, or object, and from then on that area of space-time continuum is locked. Though it only works for ten minutes, after that, the seal goes away and the area is then unlocked. Kenji placed the seal on himself and maintains the technique to continue by funneling chakra into the seal. Not only that, he also made it to where certain points in the area are unlocked so he can do Space-Time Ninjutsu which is a big benefit to him.
