This is a Hiden jutsu known to the Hoshima Clan. The user gathers up wind by just blowing into their hand, or some type of wind/current that they can use. Then the user expands the wind, making the speed of the wind faster and faster in a circular vortex motion. Then when the wind speeds reach 86-110 mph, they the user funnels it down to his/her target(s).
